A metal spring SLEEVE GARTER is an old-fashioned, utilitarian accessory that came to prominence when ready-made shirts came with only one sleeve length and a man was forced to use them to adjust his sleeves to the proper length to suit his particular arms. Mr. BAS GROENEN of London has discovered that wearing sleeve garters frivolously, such as with a short sleeve T-shirt, makes quite a good simple party look.
